The new changes to Law 11 could be hard to understand by some
The new changes to the Offside Law estate that a player in offside position can not be penalized unless
he or she touches the ball. This is a significant change from the old rule which dictated that a player was to be penalized
in offside when the ball was played (passed) to he or she and participated on the play. With the new rule a player in offside
position could run for many yards after the ball is played to he or she and be penalized only if touches the ball. For
example, if a long ball is passed to a player who is on offside position, the player could run for the ball toward the oponent's
goal for many yards all the way to the goal line, if the ball goes out of play before he or she touches it no offside
would be called. The restart in this case would be a goal kick.

Enforce the Rules! Remember the "Zero Tolerance Policy" – No Exceptions!
Technical Area or "Coaches’ Box": AYSO’s technical area is called the Coaches’ Area. It extends ten yards
on each side of the halfway line, the front and back edges, respectively, one and three yards from the touch line. Participation
by coaches during AYSO games is limited to positive instruction and encouragement. Coaches, assistant coaches or anyone
given instructions to the players must remain within the coaches’ area.
Visitor’s and Home Team Locations: Home Coach and spectators must be located at the North side of the field (for
fields running East to West) or West side of the field (for fields running North to South)
Verbal abuse will not be tolerated. Coaches and spectators are allowed to positive encouragement or comments only. Persistent
negative comments directed to players or Officials shall be grounds for ejection from the game or the park. No foul language
shall be allowed at any time.
Fouls and Misconduct; New Decision 6
The new decision reads as follows:
A player who removes his jersey when celebrating a goal must be cautioned for unsporting behavior.AYSO Comment: We want
to avoid unnecessarily cautioning players. Until this decision is widely understood, coaches should instruct their players
to not remove their jerseys to celebrate the scoring of a goal. Referees, during equipment inspection, should also remind
players.
Procedures to Determine the Winner of a Match
The Golden Goal is no longer an approved method of breaking a tie. The
paragraphs down to "Kicks from the Penalty Mark" have been replaced by the following:
Away goals, extra time and taking kicks from the penalty mark are methods of determining the winning team where competition
rules require there to be a winning team after a match has been drawn.
Away Goals
Competition rules may provide that where teams play each other home and away, if the scores are
equal after the second match, any goals scored at the ground of the opposing team will count double.Extra Time
Competition
rules may provide for two further equal periods, not exceeding 15 minutes each, to be played. The conditions of Law 8 will
